It is a sunnah prayer taught by the prophet Muhammed (PBUH). In a hadith the prophet (PBUH) said:
Among the joy of child of Adam is the overflow of performing istikhara (Looking for the best) from Allah. the lifted up and satisfaction up on what is appointed by Allah from him. Furthermore, among the wretchedness of the child of Adam is his negligence for istikhara to Allah, the lifted up and his hatred for what is appointed by Allah for him. [Sunan Al-Tirmizi]
In another hadith narrated by Imam At-Barani, the prophet (PBUH) said:
"The prophet (PBUH) used to teach us (the way of performing) istikhara in all matters just as he thought us a verse from the Qur'an. [Sahih Al-Bukhari]
AT the point when we are uncertain about pursuing a choice, we can perform salaat al-istikhara.
Istikhara signifies 'to look for the best of issues'. It is a sunnah prayer of two raka'at with the aim to look for direction from Allah (SWT), on whether to continue or to pull out from the matter. It very well may be matters relating to marriage, vocation pathways, business and some more.
